We’re are excited to be hosting a Model United Nations here at Malvern College, on Saturday 10th May.

Rules of Procedure

Rules of Procedure for Committees, Councils, and the General Assembly

These rules apply to all Committees, Councils, and the General Assembly unless otherwise specified. If any special rules apply, the Chair will announce them in the Committee Guide or during the conference. The Security Council operates under its own specific Rules of Procedure.

 

General Expectations

Each Delegate has the duty to:

  • Maintain respect and professionalism by using appropriate language at all times.
  • Follow the authority of the Chair and respect their decisions.
  • Use diplomatic language, avoiding personal pronouns (e.g., refer to themselves and others as “the delegate of [country name]”).
  • Represent their assigned country accurately, aligning arguments with official policy.
  • Speak only when recognized by the Chair.
  • Stand while speaking and stop immediately if instructed by the Chair.

 

Compliance with the UN Charter

All Delegates must:

  • Adhere to the principles of the UN Charter and respect The Universal Declaration of Human Rights.
  • Follow all treaties and conventions ratified by their assigned country.
  • Violations of these principles may result in disciplinary action by the Chair.

 

Parliamentary Procedure

The conference follows standard parliamentary procedure. The Chair is responsible for enforcing procedural rules, recognising speakers, managing debate, and providing procedural guidance when needed.

Points of Order:

  • Delegates may raise a Point of Order to request clarification or procedural assistance.
  • Points of Order must not interrupt a speaker and should be used respectfully.
  • A procedural chart will be provided to each Chair to ensure consistency across meetings.

 

Resolution Process

Committee-Level Debates:

Each Committee Chair will accept:

  • Max. five resolutions per topic for Security Council Committee.
  • Three resolutions per topic for other committee sessions.
  • Resolutions should take distinct approaches rather than minor variations (e.g., differences in percentages or mandates). (Resolution writing guide can be found in an overall email sent to teachers)

 

Discussion and Voting Process:

Reading of Resolutions:

  • All resolutions will be read aloud unless a delegate identifies a critical oversight.
  • Discussion Period (5 Minutes): Delegates will have time to discuss resolutions.
  • In Other Committee settings (not UNSC), teams with similar positions may collaborate.
  • In Security Councils Committee sessions, each team sends one delegate to coordinate while others remain seated.
  • Initial Voting Round: Resolutions with support from at least 1/5 of the Committee advance.

Final Resolution

  • A final resolution will be presented after debate and voting.
  • Delegates may propose up to three amendments.
  • Each amendment is voted upon by the committee.
  • A 2/3 majority is required for an amendment to pass.

1. Please make sure your school is registered for this event.

2. On the day:

Please park at our Main Campus, College Road (WR14 3DF) or along Thirlstane Road

(WR14 3PL). Once parked, please follow the signs to The Chapel, where we will register you.

Once registered, we will direct attendees to their sessions.
